In the Emirates (and in Middle East in general), you wouldn't usually see someone running on the street - even if they're late, they walk to that destination calmly.
I thought this was the localized version of stoicism, or a way to not lose aura by rushing somewhere. But apparently, there are practical reasons as well. As soon as you start walking towards somewhere with 10% more speed, you start sweating like hell. Literally in 5 minutes you will be showered by sweat - and it sticks to your body due to humidity, making it 3-5x worse.
From November to late March - early April the weather allows you to increase your speed by just a bit and still not sweat.
