There is a view that once individuals enter a life of crime, they remain a criminal, with many offenders reoffending after being released from prison. While this issue can be attributed to economic and psychological factors, I believe it can be effectively addressed through government initiatives.

The driving cause of this trend revolves around economic and psychological considerations. From a financial point of view, most of the crimes stem from poverty. Specifically, economic deprivation, lack of access to resources, and limited opportunities can lead individuals to commit crimes as a means of survival or to address their financial needs. However, individuals who are wealthy enough to afford to live a good standard of living and meet basic needs rarely have a motive for crime. On the psychological side, it is clear that strides made in the field of human psychology show criminal personal traits contribute to a person’s susceptibility to criminal actions. Some people exhibit characteristics such as impulsivity, sensation-seeking, or a lack of empathy, all of which can increase the likelihood of engaging in unlawful activities. From these perspectives, it is understandable why some believe that criminals are unlikely to change.

The ideal solutions should be enacted by the authorities. Firstly, governments should use rehabilitation practices. Scandinavian countries serve as a good example, where rehabilitation programs help criminals acquire skills that facilitate their reintegration into society. Notably, reoffending rates in Sweden, Norway, and Finland are relatively low. In these countries, rehabilitation involves teaching prisoners specific skills that increase their chances of finding employment after release. In other words, government officials need to implement free education opportunities. By allowing prisoners to pursue education, whether traditional training or at least access to libraries, can increase their chances of finding meaningful work after being released. Take Brazil as an example—despite its relatively low literacy rates—where prisoners can shorten their sentences by reading books. This initiative not only encourages more reading but also helps develop knowledgeable individuals who are always important to our society.

In conclusion, although some people may remain criminals their entire lives, because of their poor family background and personal characteristics, I firmly believe that rehabilitation-related practices show that some people change.
