❓I can come up with ideas, but I find it difficult to develop them. What advice would you give to me?
You might actually want to get away from IELTS a bit. I would practice reading persuasive/argumentative/discursive (same thing) essays or writing in English, or even in your first language, and practice breaking down their arguments into simple, basic points. That's all that the IELTS is really.
If you can quickly summarize (in your head) things like "why public healthcare is important" or "why taking a year off from university is a good idea" etc, etc, and break it down systematically, then IELTS will be pretty easy.
Sometimes people benefit from taking time away from IELTS stuff (a lot of IELTS stuff is a bit 'gimmicky' and focuses too much on the test specifics... don't forget IELTS is just a practical English test). This could help free up your thinking a little.
