The International Criminal Court has issued arrest warrants for top Russian commanders, Sergei Kobylash and Viktor Sokolov, over alleged war crimes in Ukraine.

Sergei Kobylash - an army lieutenant general;
Viktor Sokolov - a navy admiral.

These warrants were due to there being reasonable grounds to believe that the two suspects were responsible for "missile strikes carried out by the forces under their command against the Ukrainian electric infrastructure".

UN Membership

Membership in the Organization is open to all peace-loving States that accept the obligations contained in the United Nations Charter and, in the judgment of the Organization, are able to carry out these obligations.

States are admitted to membership in the United Nations by a decision of the General Assembly upon the recommendation of the Security Council.

The procedure

The procedure is briefly as follows:

1) The State submits an application to the Secretary-General and a letter formally stating that it accepts the obligations under the Charter.
2) The Security Council considers the application. Any recommendation for admission must receive the affirmative votes of 9 of the 15 members of the Council, provided that none of its five permanent members — China, France, the Russian Federation, the UK and the USA — have voted against the application.
3) If the Council recommends admission, the recommendation is presented to the General Assembly for consideration. A two-thirds majority vote is necessary in the Assembly for admission of a new State.
4) Membership becomes effective the date the resolution for admission is adopted.

Influence on American Diplomacy

Kissinger entered the State Department just two weeks before Egypt and Syria launched a surprise attack on Israel. The October War of 1973 played a major role in shaping Kissinger’s tenure as Secretary. First, he worked to ensure Israel received an airlift of U.S. military supplies. This airlift helped Israel turn the war in Israel’s favor, and it also led members of the Organization of Petroleum Exporting Countries (OPEC) to initiate an oil embargo against the United States. After the implementation of a United Nation’s sponsored ceasefire, Kissinger began a series of “shuttle diplomacy” missions, in which he traveled between various Middle East capitals to reach disengagement agreements between the enemy combatants. These efforts produced an agreement in January 1974 between Egypt and Israel and in May 1974 between Syria and Israel. Additionally, Kissinger’s efforts contributed to OPEC’s decision to lift the embargo.

On August 9, 1974, the Watergate scandal compelled President Nixon to resign, but Kissinger stayed on in his dual roles under President Gerald Ford. Kissinger helped Ford acclimate to the international scene and both men worked to continue policies implemented by Nixon and Kissinger previously, including détente with the Soviet Union, establishing relations with the People’s Republic of China, and negotiations in the Middle East.

Kissinger also played a major role in the negotiations leading to the August 1975 Helsinki Accord, an agreement signed by 35 countries and addressing many issues that promised to improve relations between East and West. In September 1975, Kissinger helped conclude a second disengagement agreement between Egypt and Israel that moved both countries closer to a peace agreement.

Kissinger’s tenure as Secretary comprised many controversial issues, including his role in influencing U.S. policies towards countries such as Chile and Angola. Additionally, he engaged in new international issues such as law of the sea, which became more prominent for U.S. foreign policy in the decades ahead.

Top UN officials engaged key actors amid the spiraling Israeli-Palestinian conflict while UN peacekeepers detected rocket and artillery fire exchanged across the Israel-Lebanon border ahead of Sunday’s Security Council emergency closed-door meeting on the unfolding crisis.

The ensuing Israeli response to the Hamas attacks included airstrikes in Gaza, where the UN agency operating there, UNRWA, had reported massive damages alongside rising death tolls.

The UN agency is currently sheltering 73,538 internally displaced people in 64 of its schools in all areas in the Gaza Strip. An UNRWA school sheltering 225 people was "directly hit" and severely damaged, but no casualties were recorded, the agency said.

Armenia has filed a lawsuit against Azerbaijan in the International Court of Justice (ICJ), according to a press release from The Hague published Sept. 29.
The request calls on the court to uphold the rights protected under the International Convention on the Elimination of All Forms of Racial Discrimination (CERD).
Armenia's suit asks the ICJ to impose new demands on Azerbaijan in addition to reinforcing its obligations under previous orders.

I want to express my deepest condolences and my full solidarity with all those affected by the devastating earthquake in Morocco and the massive floods in Libya. These heart-wrenching disasters have claimed thousands of lives and affected countless families and communities.
The United Nations is mobilizing to support relief efforts and we will work in any and every way we can with partners to help get emergency assistance to those who so desperately need it.

A multipolar world is emerging. Multipolarity can be a factor of equilibrium.
But it can also lead to escalating tensions, fragmentation and worse.
So, to bring our multipolar world together, we need strong, reformed multilateral institutions, anchored in the United Nations Charter and international law.

Today’s multilateral institutions that were created after the Second World War reflect the power and economic dynamics of that time, and so, they need reform.

It is time for compromise for a better tomorrow.
Politics is compromise. Diplomacy is compromise. Effective leadership is compromise.

Deputy Spokesperson for UN Secretary-General Antonio Guterres Farhan Haq on Wednesday cited the example of Turkey changing its name to Turkiye last year.

“Well, in the case of Turkiye, we responded to a formal request delivered to us by the Government. Obviously, if we get requests like that, we consider them as they come,” he said in response to a question on reports that India’s name could be changed to Bharat.

Official invitations for guests at the G20 summit dinner have sparked speculation that India may be changing its name.

The invites refer to Droupadi Murmu as “President of Bharat” instead of the usual “President of India.”

A recent tweet posted by a senior spokesperson of the ruling Bharatiya Janata Party (BJP) also referred to Narendra Modi as the “prime minister of Bharat.”
